Tim Bivins was a Republican fellow member of the Illinois State Senate, representing Commune 45. He was outset elected to the chamber in 2008, and he served until January 2019 as he did non file to run for re-election. He served as Minority Whip from 2013 to 2014.

Bivins was a commune-level delegate to the 2016 Republican National Convention from Illinois. Bivins was i of nine delegates from Illinois bound by land party rules to support Ted Cruz at the convention.[1] Cruz suspended his campaign on May 3, 2016. Biography

Bivins' professional experience included working in constabulary enforcement for 32 years. He was the Lee County sheriff for xx years and served as president of the Illinois Sheriffs' Clan.[2] [3]

District-level delegates from Illinois were elected directly past voters at the state main election on March 15, 2016. At-big delegates were selected at the state convention in May 2016. District-level delegates to the national convention could run as "uncommitted" delegates or they could declare their support for a specific candidate. 2016 Illinois GOP bylaws considered a vote for a delegate to exist an "expression of sentiment" and "merely advisory to the Delegate or Alternate Consul and so elected, unless otherwise directed by the Rules of the Republican Party." Illinois had 69 delegates at the 2016 Republican National Convention. Of this total, 54 were district-level delegates (three for each of the state'due south 18 congressional districts). According to the Republican National Committee, Illinois' district-level delegates were "elected directly on the primary ballot and bound to the candidate for whom they [alleged] themselves."[16] [17]

Of the remaining fifteen delegates, 12 served at large. Illinois' at-large delegates were allocated on a winner-take-all basis; the candidate who won a plurality of the statewide principal vote received all of the state'due south at-big delegates. In addition, 3 national party leaders (identified on the chart below as RNC delegates) served as leap delegates to the Republican National Convention. The RNC delegates were required to pledge their support to the winner of the land'south primary.[16] [17]
